Situation

Tanoa's southern islands have seen a significant spike in cartel activity, particularly around the Harbour town of Harcourt. Local informants and civilian reports suggest a surge in armed personnel moving into the area, raising alarms about a potential move onto the Tanoa mainland. The cartel in question, though currently believed to lack established infrastructure (i.e., no confirmed labs, safehouses, or logistics hubs), has a growing presence due to increased manpower and aggressive behavior. The nature of their mobilization suggests they may be attempting to secure a strategic foothold on the mainland, potentially using Harcourt as a staging ground. Carlos Peraba, whose business interests and community programs are at risk, has contracted our team to assist in a joint operation with Tanoa Law Enforcement (TLE) to contain, observe, and—if necessary—engage the cartel operatives.

Objectives

Reconnaissance units have been deployed to confirm the presence, strength, and patterns of cartel movements. If cartel activity is confirmed, coordinate with TLE to ensure the cartel cannot cross into the mainland or establish any permanent position of power in Tanoa. Cartel leadership is currently unknown and likely consists of decentralized cells. TLE presence on this contract is minimal due to being underfunded and undermanned, but they have agreed to cooperate. At this time the TLE has informed us that this particular cell is made up of armed personnel only (assumed); no verified structures or logistics hubs so assume they are supplying from nearby islands.
